We had the same issue and determined that McAfee Host Intrusion Prevetion System (HIPS) was responsible.
McAfee appears to trip this based on signature 3776 (see - https://kc.mcafee.com/corporate/index?page=content&id=KB70810 ). We reduced the rule for this from High to Medium and the problem was resolved.
You may have similar issues with other AV and IPS systems.
Try disabling your anti-virus software as a test and see if it resolves the issue, if it does you might look into reducing the security which blocks VML on your security suite.
